Tim, when he does those harmonics way up high with his right hand (23rd fret), I think he is touching the harmonic with his index finger, and plucking the string with his thumb. (Called pinch harmonics? Or maybe that's something different.) He does that technique at the beginning and end of "Stone's Serenade" too.

That is what he is doing.
Try practicing it at the 12th fret to get it down (don't even fret anything at the beginning). Start off with your index finger of your right hand at about a 45 degree angle to the fretboard and rest the tip of your finger on the string above the 12th fret. Rest your thumb behind it (closer to the bridge) on the string somewhere.
Pluck perpendicular to the direction of the strings with the very tip of your thumb and as soon as the string starts to sound lift your whole hand away from the fretboard. Fine tune your index location above the 12th fret to find where on your guitar it sounds the best. Being slightly in the wrong spot will keep it from ringing.
Start out slowly just on the open strings, 12th fret. Hope that explanation made sense.
