i know of something like it
fruityloops is a program where you can make drums. any kind you want, then you can edit it all and put effects and layer diff tracks and change the temp etc.
dunno if that's what you meant

I hate fruity loops. Its so hard to use and just to make like a 5 second drum loop will take at least an hour to make.

you can also go on kazaa and download ACID music software, next you can search ACID loops on kazaa and find hundreds of different guitar bass drum and even sax loops
