I DID ROTC. so i know this is true (at least for navy, as of 2 years ago). you don't sign the contract until the end of the freshman year or beginning of the sophomore year. you apply for the scholarship your junior year of hs, then IF you get the full scholarship you don't sign a contract that obligates you to service until you're done with freshman year.
there may be exceptions to this. i dont know about other services, just navy and marines. there's other military college progams too, like PLC and enlisted things that you probably have to sign up front for.
all i know is, i'm making my kids do a year of rotc, like it or not
