You could disable tracks to relieve latency but I don't know if that's an option for you.

I just need to drop a couple of grande on a new guitar before I get new equipment. So I'll probably be set up in like 2008-09.
i really dont want to install something into my computer because i would like the option of it being portable, especially considering i dont own drums and would have to record those elsewhere.
and i dont want to take the time to install something anyway, i like having hardware that i can interchange in case i get new equipment and manipulate it differently, plus it wouldn't be worth putting it in the computer i have no anyway.

I almost forgot. I'm guessing it's out of your price range but you mentioned recording drums. Mackie's Onyx mixers have the option of installing a Firewire port for recording. It's really the best all-in-one solution out there right now for the price.
From their FAQ:
The ability to add FireWire I/O to an analog mixer has a lot of cool applications.
* Live: Simultaneously capture a multi-track recording of a band on your laptop while utilizing the Onyx mixer for PA and monitor mixes.
* Studio: You no longer need a separate mixer and computer interface for all of your instruments and microphones.
* Recording: You can now configure up to 6 separate (mono) headphone mixes with no latency for headphone mixes while tracking a band.
Latency shouldn't be an issue if you have enough RAM and Processing power. At $600 it's a pretty good deal if you ask me.

That M-Audio card IS nice - plenty of inputs/outputs... but more importantly it is ASIO 2.0 - which is a low-latency real-time effects processing technology.
I just bought the following card:
Sound Blaster Audigy 2 ZS Platinum

After looking at tons of sound cards i felt this was my best bet. Basically, i wanted a sound card / breakout box for my PC to record my voice and guitar. If you're going to get a soundcard for recording you and guitar, you can get a shitty 50 analog in soundcard... if you want to record at 24-bit/96kH quality WITH ASIO 2.0 real-time effects you need to get a lot better card
There are 3 Sound Blaster Audigy 2 ZS cards:
ZS, ZS Platium, and ZS Platinum PRO
the last 2 have more ins and outs... but the PRO was too expensive and didn't offer any more technically. I bought the Platinum and am sooooooooo happy with it.
I loaded up a few programs that take advantage of ASIO 2.0 effects - like a program called Guitar Rig - absolutely insane guitar effects in real time. my acoustic sounds like jimi hendrix's guitar.. so suuuhweeet
Comparison of that M-Audio card and the ZS Platinum:
Platinum - waaaay cheaper, has 1/2 inputs (like guitar cable size) so there's no need to convert your instrument cable to the tiny 1/4 input. Also, the Platinum doubles a firewire card - I ended up taking out my existing firewire card because it added a firewire port right on the front of my computer.. awesome. Also the ZS platinum's ASIO 2.0 drivers rock.. I have my VST effects down to 5ms - undetectable by the human ear. Lastly, the card has a built in MIDI controller!! hook up a midi device (like midi foot pedal) and you have unliiiiiiiiimited effects you can switch between. I have on on the way, i can't wait
M-Audio - expensive, only small 1/4 inputs and outputs, doesn't have built in firewire port. only advantage - has XLR inputs. Doesn't have a MIDI controller
basically after a LOT of research i can say that i found the cheapest ASIO 2.0 / firewire / MIDI controller sound card on the market. It looks awesome in my computer and works like a charm. I couldn't be happier
