when you see a "slash" chord, it means you play the chord to the left, with the note to the right as a bass note. If you were playing with a full band, you'd be okay just playing and F# chord, and let the bass play a D. If it's just one instrument, you play the chord to the left with the lowest note being the note to the right. For F#/D:

an F# would be 244322, but you have to throw that D in as the lowest note. So I add an open D string to make it:
xx0322

Let me know if that makes sense.

No, he's not. The first chord is the root chord, the second is the bass note. The way I was taught you read that is "F# over D" (meaning that you play F# over a D bass note).
