Crash--->Strumming Problem

Crash--->Strumming Problem

I have been trying to learnt his song for the last week or so, i have been playing guitar for over a year, and the song doesnt seem that hard to play, however i am a little confused on the strumming...

how many times to i strum each one? 4? 3? Or are some 4 and some are 3?

some are 4 and some are 3, it starts as 4, then three, then back to four. every time there is a non-zero number, play it four times, each other time play it 3 when there is a zero
