what are the different types of effect pedals tim uses in radio city and proudest money and watchtower. also what pedal does he use during stay or leave

He probably used something from this list. You're probably referring to his volume swells. He uses the Earnie Ball mono pedal and the line 6 delay for that noise.

I heard he has been using a Goatse pedal mostly, they're made by Lemon Party.

In all honesty check is right. For the higher pitched things you hear he is running it through an effect called the alabama dirt whistle.
