I have a good memory for these sort of things. Somethings I can never remember. Some things, though, I will remember til I die. Stuff about DMB, John Lennon, and Monty Python, they just stay with me. I can recite the Dead Parrot sketch or the Bruce sketch on the spot. It's strange. Also that I can remember how to play 85 % of dmb songs right off the top of my head.

Except the word 'perhaps' in that context can stand alone. It's dialogue because it's conversational. And even if it wasn't, the greatest writers have been breaking any sort of rule regarding it for years, just like use a conjunction at the beginning of sentence. And, in light of all this (like that conjunction?), the only thing wrong with his comment is the absence of a comma after the word 'mean'.
