CEP is not free. You have to buy it.

The help file says:

"Open Preferences, click on the Audio I/O tab, and check the box marked "Play other tracks while recording a new one""

Hope that helps, and it's also worth mentioning that no matter what, you will need to use the time shift tool to realign the new track with the old one. It's not audacity's fault, it's due to how there's an inherent delay between recording/playback. CEP can automatically fix it (I just found that option myself), but hey.. what do you expect for free. :D
