does that mean most people sign better in the the key of eb???
thus.....
If I tune down half a step but the key(or frist note) in the tune is a regular top string g ( or in this case tuned down to gb) am I still in that vocal range or does it only work in the key of eb. ( If I start with say open eb - top string.)

the reason people tune down doesn't really have anything to do with a particular key a song is in. most people's voices are somewhere inbetween a tenor and alto range (most popular music is sung in the alto to soprano range). basically, most people can't sing very high.
so, what they do is tune down. you can actually get the same effect by just playing in another key by using different positions, but people tune down because its easier for them to hear the correct notes if they play the song in a position they are used to. tuning down allows someone to sing on key without straining or having to change positions
