question: what is the difference between add9 and sus2?

Add9 does exactly that, it adds the 9th(second) to a regular major/minor chord. A ninth is the same as a second but it's one octava higher. A sus2 REPLACES the third with the second and a sus4 replaces the third with the fourth. Basically add9 chords will retain there major/minor quality but sus chords don't because they take away the third.

Cadd9: C, E, G, D

Csus2: C, D, G

So what's the best way to lower my action? other than taking it to a shop. I'm po' and stuff.. Actually, it seems that the higher I go up the frets, the higher the action gets... is this normal? A friend of mine has a 12 string, and the strings seem to be even from the bridge to the nut...

That's a neck issue, most likely warped a bit. Hold the guitar body end right(i suggest laying it on a bed) and looking down the length of the neck. If it's not straight(no waves or bumps) it's the action. If there is, take it to a shop and get them to straighten it, unless you know how to use the truss rod(the metal pole through the neck). If you turn it too much, it may snap the neck, which is obviously bad. Good luck
