yes it is an arpeggio. an arpeggio is any succession of notes that are the chord tones of the underlying harmony. i never said anything about not playing non-chord tones.

but if you mean that there is order by the fact that you play just chord tones, then yes, there is an order, but you dont have to play the chord tones themselves in any particular order. it doesn't have to be just 1, 3, 5, 8 and then back again. it can be any configuration.
