it is probably the action. and most likely just a truss rod thing. or it may have come with a low saddle. either way a repair tech will be able to fix it for less that 25-30 dollars tops. probably around 10.

i think it depends on how much you go to a particular shop and how much you spend there, if you spend a lot there, then they'll do a lot for free to get you to come back.
