if you cannot seek through a video file...

download the programm TMPEG. (do a search at google.com)

Go --> File --> Project Wizard --> choose Video CD: NTSC --> click next --> browse the video file --> click next --> click next --> click next --> choose a file name for the output file --> start encoding

now you can seek through the file and burn it on a VCD to watch the video with your DVD-player.
