Muting on Two Step

Hi. I am hooked on listening to Dave and Tim at Radio City, especially Two Step. But I can't play it. I've searched these boards, I've listened to the CD, and I've watched the DVD many times. Once Dave begins strumming it almost looks like he is playing straight sixteenth notes with an emphasis on the up beats. When I try that, it still doesn't sound right. Is Dave muting the strings at all times except for when he plays the up beat? Is he muting at all? Please help me understand how to make the strumming in the intro sound right. Thank you!
