about 4 minutes into the song he starts playing something that sounds like a totally different instrument, I'm wondering if he is using a slide or a pedal or something. Also he keeps playing the treble note constant from about the 4th minute on at the same time as he's doing the solo, how exactly does he do this?

All effects, the different instrument is a guitar with like a horn effect and the repeat is a loop pedal harmonic.

its a very well timed loop or "hold" (DD 6) on a harmonic...then he just plays over this loop
