Morado is a "rosewood" from south america. It is actually not a true Dalbergia (rosewood) but it looks and sounds like one. yep a refret may be in order. Can't say without seeing the guitar, but a refret, depending on where you live, and who you get to do it, can run anywhere from $150-$400

What positions is the string buzzing at? Open, first postions, middle of the neck..ect... How low is the action right now? How much of the saddle is showing above the bridge? Have you tried adjusting the truss rod?

you might try a new saddle, and nut, although usually that will make the guitar louder, with more sustain and crisper (better note defintion) if you wanr to make the guitar have better bass response your gonna have to go back tot he construciton of the instrument and use smaller braces, thinner top,...

For that range I would reccomend buying a used Larrivee and getting a LR Baggs Element system installed. While Larrivee's tone is not my cup of tea (most of the time..I have played some real nice ones) they do make a heck of a guitar for the money. You might be able to find a low end one on ebay or ...

Koa can be a killer tonewood. The trick is getting a really dense peice of it. Well at least I've found the best results with the denser stuff (which btw is usually darker than the less dense Koa). Lakewood makes nice reasonable priced guitars. From teh couple I've played the tone strikes me very similar to a Taylor, which is to say it is a balanced guitar with slight emphasias on the higher partials. Good overtone content and clean build. Good price too.
