Most Fenders have 20 frets. The Deluxe/active model has 22 frets, but I'd bet 99 out of 100 Fenders you see have 20 frets. It would probably be next to impossible to find a 24-fret neck to fit a Fender. I don't know what Flea is playing in that particular video, but I've seen him playing both Fender...

I've found the whole song sounds different when played tuned a half-step down versus standard tuning played a fret lower, even though no open strings are used through the main part of the song. Must be the difference in harmonics from playing a fret higher.

Look into the MTD Kingston or Heir. I had one a couple years ago-- the new models have active electronics and you can get a nice wood top. You can tune it however you want, but the standard tuning is BEADGC. Fourths all the way, nothing funky like a guitar.
